Is this just SEO with a new name?+

Does llms.txt actually work? I heard it is not official.+
Correct — it is not yet officially adopted by OpenAI or Anthropic. But Perplexity and several smaller AI engines already read it, it costs nothing to add, and when (not if) the standard solidifies, you will already be live. It is cheap insurance on an asymmetric bet.
How do you measure if it worked?+
